Eligibility (पात्रता) is the most confusing part of the UP ration card. Lists of "who is not eligible" spread on WhatsApp every few months, and many are wrong or out of date. This independent guide separates what is confirmed from what is only claimed, so you can ask the right questions at your supply office.
The short version: under the National Food Security Act, each state decides who counts as a priority household. UP's exact official criteria, from a Government Order of 7 October 2014, were not available to us. So no website, including this one, can tell you for certain whether your family qualifies. The district or tehsil supply office can.
The two card types in UP
| Card | Hindi | Who it is meant for | Grain per month | Cards in UP (7 Feb 2024) |
|---|---|---|---|---|
| Antyodaya Anna Yojana (AAY) | अंत्योदय | The poorest households | 35 kg per card | 40,90,189 |
| Priority Household (PHH) | पात्र गृहस्थी | Other eligible households identified by the state | 5 kg per person | 3,19,87,978 |
Card counts are from a Lok Sabha answer dated 7 February 2024. Grain amounts are from the national NFSA portal and are free under PMGKAY for five years from 1 January 2024. For family-size totals, see how much ration you get in UP.
How NFSA coverage works in UP
Nationally, NFSA covers "upto 75% of the rural population and 50% of the urban population", according to nfsa.gov.in. State-wise shares were set by the Planning Commission (now NITI Aayog) using NSSO 2011-12 data. The Act leaves it to each state to identify priority households and notify its own inclusion and exclusion criteria.
For UP, Drishti IAS reports the coverage basis as 64.46% of the rural population and 78.54% of the urban population. It also reported in May 2025 that UP scrapped district-wise quotas, and that coverage is being raised to 90% in Bundelkhand and 85% in some eastern districts. This matters because whether a new card can be issued also depends on available slots, not only on your family's situation.
The 2022 exclusion list row: what actually happened
In 2022, district notices in UP told "ineligible" families to surrender ration cards. According to Sabrang (20 May 2022), the notices listed criteria such as:
- a family member pays income tax;
- more than one member holds an arms licence;
- annual income above Rs 3 lakh in urban areas or Rs 2 lakh in rural areas;
- a house, flat or commercial space above a size limit (the reported wording was unclear);
- owning a four-wheeler, tractor, harvester, AC or generator set.
The state government then disowned those notices. As reported by National Herald (23 May 2022), Food Commissioner Saurav Babu said: "No fresh orders have been issued. The last order issued was in October 7, 2014". He also said a cardholder cannot be declared ineligible merely for having a pucca house, an electricity connection or a motorcycle.
So treat any viral "UP ration card ayogya list" with caution. Third-party guides also mention land and plot limits (for example over 5 acres irrigated land in rural areas). We could not confirm these, so ask your supply office.
Central checks on ineligible cards
Beyond state rules, the central government has been flagging possibly ineligible cardholders using other databases. According to EducationPost (August 2025), DFPD flagged over 1.17 crore cardholders nationally, including income-tax payers, four-wheeler owners and company directors, and asked states to delete them after field verification. A Rajya Sabha reply, reported by ETV Bharat in March 2026, said UP deleted 5.97 lakh ineligible cards in 2025, the third highest in India. Deletions are done by the state after verification, so if your card is flagged, ask for the reason and present your documents.
How to find out if you are eligible
- Check whether your family already has a card. Search the UP ration card list on fcs.up.gov.in.
- Gather proof of your situation: Aadhaar of all members, income certificate, residence proof. These are commonly asked; the official list is not confirmed.
- Visit your tehsil or district supply office (पूर्ति कार्यालय) or a Jan Seva Kendra and ask which card type, if any, your household may qualify for.
- Ask them to show or name the current Government Order that applies. Note the date and number.
- If told you qualify, apply through the Jan Seva Kendra. See how to apply for a UP ration card.
- If refused, ask for the reason in writing and keep copies of everything.
Already have a card? Keep it active
Eligibility is not just about getting a card. Under the TPDS (Control) Amendment Order, 2025, as reported, cards with no grain lifted for six months can be temporarily disabled, and every household must complete e-KYC every five years. Lift your grain regularly, and make sure all members complete UP ration card e-KYC.
Safety: no one can buy you eligibility
- Agents who promise an Antyodaya card for money are breaking the law or cheating you. Eligibility is decided by officials after verification.
- Do not share OTP or Aadhaar with callers threatening that your card will be cancelled for being "ineligible".
- Viral eligibility lists are often fake. Confirm with your supply office.
- This independent site does not decide eligibility and never collects your personal data. See the UP ration card guide for more.
Frequently asked questions
Who is eligible for a ration card in UP?
Under NFSA, UP issues Antyodaya cards to the poorest households and Patra Grihasthi cards to other priority households identified by the state. The state sets the criteria, and the last state order was dated 7 October 2014, as the Food Commissioner said in 2022. We could not see its text, so confirm your case at the supply office.
What is the difference between Antyodaya and Patra Grihasthi cards?
Antyodaya (AAY) cards are for the poorest families and get 35 kg of grain per card per month. Patra Grihasthi (PHH) cards get 5 kg per person per month. Both are free under PMGKAY from 1 January 2024 for five years. In February 2024 UP had about 40.9 lakh AAY and 3.2 crore PHH cards.
Who is not eligible for a ration card in UP?
Criteria such as paying income tax, owning a four-wheeler or having high income circulated in 2022 district notices, but the state disowned those notices. The official 2014 order text was not available to us. Central checks also flag income-tax payers and four-wheeler owners. Ask your supply office for the rules that apply to you.
Can my ration card be cancelled for having a pucca house or motorcycle?
As reported by National Herald in May 2022, the UP Food Commissioner said a cardholder cannot be declared ineligible merely for having a pucca house, an electricity connection or a motorcycle. If you receive such a notice, ask the supply office which official order it is based on and keep copies.
How do I get an Antyodaya ration card in UP?
Antyodaya cards are for the poorest households, and the decision is made by officials. Ask your tehsil or district supply office whether your household may qualify, then apply through a Jan Seva Kendra if advised. Never pay an agent who promises an Antyodaya card, as no one can guarantee it.
What should I do if my card is marked ineligible?
Ask the supply office for the reason in writing and the order it is based on. Bring your Aadhaar, income certificate and other proof. Deletions are supposed to follow field verification. If you think the decision is wrong, request a review at the district supply office and keep records of every visit.
